“The conference this year has an important international component. There will be governors from a number of countries in attendance, although Mexican governors will be noticeably absent for the first time in years. The key issue they are concerned with this year is: where is the United States in the world? The governors are very worried about the Trump administration’s erratic foreign policy decisions.”
